Infantry skins are still vanilla sadly. We can work only around vehicle skins.
We are working faster than we can, just keep in mind a few things:
a. SS, British Commonwealth and Americans are fully modded with x4 doctrines per factions.
b. We are about to finish tank hunter doctrine then in a week or two we will have x1 Soviet and x2 Wehrmachts.
Our goal is to finish them for the end of the year.
Yes you need "all" our elements:
a. Tunning pack
b. Win Condition pack
c. Skins packs from all factions
Otherwise the mod will not work properly
Our Team mate and artist Starbuck has a lot of skin packs for use on Steam. You could pick one of them for a non moded game.
My advice is to buy the game. Wait for special discount on steam and you will get it for a few dollars.
Mod is still work in progress. We are working on version 3.2.1. The next 4 or 5 month we will be working on British Commonwealth. We estimate about 2 more years to completly finish all doctrines. Stay with us is a long road ahead.

Hi Aldrich, we already tweak the IS-2 Armor, but we need to work in ISU-152.
The thing is most of the German Vehicles dont have APCR round modded and the normal AP was not very effective vs IS-2

Sadly not in the actual state. The only way to make it work in campaign is to mod it correctly. But I never tried it, sadly my team is small and we are focus on Skirmish mode.

I need to update the data here but the mod is growing day by day.

a. Yes the ranges of the weapons have been modified. How much ? aprox the double of the vanilla one. A few values to give you an example:
Rifles and smgs: Vanilla 35 meters, Wikinger 70 meters
Tank guns: Vanilla 35/40 meters, Wikinger 75/80 meters
b. About camera angle: Well our win condition pack has a high camera angle for a more tactical view. In a near future we will add more options.

a. Is a mod and I put all my heart and time on it.
b. Moddb is a page made by modders and for modders. My work and I fit perfectly here.
c. I participated with Xalibur in Blitzkireg mod and now I am doing the same with my new mod for Coh2.
You only need a steam account is the only difference about other mods.
If you subscribe you could be able to play it. You only need to host a game and pick as a tunning pak: Wikinger: European theater of War.
If you are having problems to see the mod in the tunning pak then you could follow our forum tutorial to do a manual installation.
Mod support Skirmish games PvP and PvE.

First I want to say thank you for your words. I hope you continue enjoying my work. I am working hard to maintain alive the Spirit Xalibur and his BK mod here in Coh2.
About your questions:
a. Yes Sturmtiger will be in Wikinger for sure. I am planing to add 2 more doctrines. One for the Axis and an extra one for the allies in a near future. Problem is I am consuming a lot of time in my next patch with a big armor rework and give all vehicles in game his realistic armor.This is a tremendous work and it will keep me modding for the next 4 month at least.
b.About skins, well we have in the team our own skinner guy "Starbuck" I really love his job and has a talent for it. The skins that your are talking about are the Wehrmacht ones. My mod have as a basic skins in the Wehrmacht the Starbuck skins. Relic sell those skins but you have it for free in my mod. I also recommend to you to use our Wehrmacht skin pack to add the rest of the vehicles to complete my work.
Other factions dont use things like that and you can chose your favorite skinpack. Why ? because I will only use starback skins as default. And for now I can only do this with the Wehrmacht ones.

If you play wikinger mod is not possible to remove the limit of certain units like Tiger as an example.
In my mod this is not possible because I set this thing in the main code. This is your question or this is a modding question ?
