That's easy man, it's an ultimate asi loader problem on some PCs, make sure the game is closed and in the task manager as well. Then delete d3d8.dll and dinput8.dll and then open the game, the game should open but without mods, close it then restore the dlls that you deleted and the game should now run normally.

You can just delete classicaxis.asi and classicaxis.ini for that.
But I think the mod doesn't support controllers because it doesn't have Ginput installed, I think once the author said that this mod caused exaggerated lag when playing the credits. And I have also tried it and it causes a black screen in the bank robbery mission, just like the author said that's why it is not included. But of course you can do the test yourself.
